Lic. Guillermo Vargas Salazar, Minister of Ministry of Education, Republic of Costa Rica, and Sra. Flor de Ma. Perez Z., made a goodwill visit to Tamkang University on November 24, 2000. The distinguished guests first attended a briefing presided over by President Horng-jinh Chang, and also engaged in a discussion with TKU faculty and Deans of Colleges, especially on topics of information-oriented education, mathematics, technocracy and extension education in Tamkang University. After the discussion, they had a tour to Information Processing Center and Chueh-sheng Memorial Library; and then paid a visit to Dr. Clement C. P. Chang, Founder of Tamkang University. At night, the guests attended the dinner party, jointly hosted by Dr. Clement C. P. Chang and Dr. Horng-jinh Chang.
