Dr. Talbot D'Alemberte, President of Florida State University, Dr. Steven J. Uhlfelder , Chairman of the Board of Regents of the State of Florida, and Dr. Ching-Jen Chen, Dean of Engineering, Florida State University made a goodwill visit to Tamkang University on June 1, 1999. Accompanied by Tamkang University President Dr. Horng-Jinh Chang, Dr. Chao-kang Feng Vice President for Academic Affairs and Chairman of International Exchange Committee, and Deans of colleges, three guests attended a briefing presided over President Horng-jinh Chang, and also engaged in a discussion with TKU faculty. Then two presidents signed the memorandum of understanding as a commitment to examine the possibilities for enhancing educational cooperation between two universities. After the signing ceremony, they had a tour in Tamkang University Tamsui campus, including the Chueh-sheng Memorial Library, the Information Processing Center, and the Maritime Museum.
