Dr. David Escobar Galindo, Rector of the University "Dr. Jose Matias Delgado"and Mrs. Escobar who were accompanied by Mr. Chang Jian-Ming, Counselor of Ministry of Foreign Affairs of R.O.C. made a goodwill visit to Tamkang University on February. 21, 2000. Accompanied by Dr. Chao-Kan Feng, Vice President for Academic Affairs and Chairman of International Exchange Committee, and Deans of colleges, three guests attended a briefing presided over President Horng-jinh Chang, and also engaged in a discussion with TKU faculty. After the discussion, they had a tour in Tamkang University Tamsui campus, including the Maritime Museum, Chueh-sheng Memorial Library. They also attended the dinner party hosted by Dr. Horng-jinh Chang.
